Norway, one of the world's most prosperous nations, faces significant environmental challenges tied to its high level of consumption.

The Norwegian economy is fuelled by virgin materials, with a Circularity Metric of just 2%—unchanged since our first analysis released in 2020. However, the country has taken bold steps to address its Circularity Gap through strategic policies, including the National Strategy for a Green, Circular Economy (2021), the Action Plan for a Circular Economy (2024), and a national mission for circularity launched in 2025.

Material footprint growth:

Between 2018 and 2022, Norway’s material footprint increased by 6%, from 197 to 208 million tonnes. This increase was notable in sectors like agrifood and manufactured goods, while the built environment sector’s material use decreased.

Increased import dependency:

By 2022, 77% of materials consumed by Norway were imported (up from 69% in 2018), reflecting reduced domestic sourcing and an increased reliance on global supply chains.

Carbon footprint stability:

Total carbon emissions remained steady at 87 million tonnes of carbon dioxide equivalent (16 tonnes per capita). However, emissions linked to international production rose from 66% to 71%, highlighting that Norway is increasingly outsourcing environmental impacts.
While these figures show limited progress, Norway has taken important steps towards circularity by introducing new policies and initiatives that may take time to yield results.
